Harbor Health is seeking a highly qualified and experienced Senior Vice President of Community Health Centers (SVP of CHCs) to oversee the operations of our federally qualified health centers (FQHCs) with multiple locations.

Role: 

Reporting to the CEO, the SVP of Community Health Centers is responsible for the operation of Harbor Health’s Community Health Centers and supporting functions. The SVP CHCs plays a crucial role in the strategic management and operational oversight of health centers, ensuring the delivery of exceptional patient care while maintaining compliance with regulatory requirements. The ideal candidate will possess strong leadership skills, operational expertise, and a passion for improving healthcare access and outcomes for all.

Responsibilities:

  • Operational Leadership: Provides strategic direction and leadership to all functions of the FQHCs, including clinical operations (incl. behavioral health, medical, dental, nursing), administrative services (incl. call center, referrals coordination, social and community support services) and provider relations.
  • Quality Improvement: Oversees the development and implementation of quality improvement initiatives to enhance patient outcomes, equity, safety, and satisfaction; monitors key performance indicators and collaborate with other executive leaders to drive continuous improvement. 
  • Compliance and Regulatory Oversight: In collaboration with organizational risk management and compliance leadership, ensures compliance with all federal, state, and local regulations governing FQHC operations, including HRSA, DPH, CMS, HIPAA, and NCQA PCMH requirements and standards. 
  • Financial Management: Works closely with the CFO to develop and manage the annual operating budget, monitors financial performance, and identify opportunities for revenue enhancement and cost containment, implements effective financial controls and reporting systems at the individual provider, department, site and health-center wide levels with particular focus on primary drivers of financial performance such as fee for service billing, performance-based incentive contracts, and capitated payment arrangements.
  • Strategic Planning: Collaborates with the executive team to develop and implement strategic initiatives that support the mission, vision, and goals of the FQHCs; identifies and executes growth opportunities, partnerships, and innovative payment and service delivery models and participates in the development and implementation of Harbor Health ACO strategies, assuring operation compliance with the ACO contract requirements and collaboration with ACO partners.
  • Staff Development and Engagement: Fosters a culture of inclusion, impact, and innovation across all levels of the organization, provides leadership development opportunities, mentorship, and support to staff members in all aspects of human resource management including staffing plans and approvals, terminations, performance standards, employee engagement, and any other relevant human resource issues. 
  • Community Engagement and Grants: Collaborating with the CEO and VP of Marketing and Community Engagement, serves as a representative of the FQHCs in the community, building relationships with key stakeholders, partners, and policymakers, advocates for healthcare policies and programs that benefit underserved populations, ensures performance, collaboration and compliance of grant-funded programs and contracts serving special populations and communities including HIV prevention, treatment and support; sexual and reproductive health; and food access.  
  • Technology and Infrastructure: Collaborates with the CIO and CFO to ensure technology and physical infrastructure and equipment serve to enhance operational efficiency, staff and patient experience and growth. 
  • Board and Community Relations: Provides regular updates and reports to the Board of Directors on operational performance, strategic initiatives, and emerging issues; engages with state and community leaders and organizations such as the Massachusetts League of Community Health Centers and National Association of Community Health Centers to stay appraised of trends and issues and coordinates with the VP of Marketing and Community Engagement to foster positive relationships with local communities and responsiveness to community needs. 
  • Supervisory Responsibilities: With the exception of Licensed Independent Clinical Practitioners, the SVP of CHCs supervises clinical and non-clinical health center departments including but not limited to Nursing, Clinical Support, Dental, Pharmacy, WIC, Call Center, Practice Management, Referrals, Quality Improvement, Lab and Administrative Assistants.

Requirements: 

  • Bachelor's degree in healthcare administration, business administration, or a related field; Master's (MBA or MPH) degree preferred
  • 10 Years of experience managing medical office operations, of which five years of experience is at a senior level 
  • Experience with health center operations, preferably in the FQHC setting
  • Proven track record of driving operational excellence, quality improvement, and financial performance 
  • Excellent interpersonal and communication skills, with the ability to effectively engage and motivate staff, patients, and stakeholders
  • Strategic thinker with the ability to anticipate future trends and challenges in healthcare delivery 
  • Demonstrated commitment to serving underserved populations and advancing health equity 
  • Experience working collaboratively with diverse teams and community partners 
  • Proficiency in Microsoft Office 365 and healthcare information systems 
  • Grant management experience preferred
