Your efforts will directly impact recruitment, retention, employee satisfaction, and engagement levels, while aligning and elevating organizational performance.

This position is hybrid (in office and work from home) and is based out of Harbor Health's corporate office in Mattapan, MA. Position includes travel to other Harbor locations as needed. Applicants must reside in a commutable distance to our locations in Massachusetts. This is not a fully remote position.
Key Responsibilities of Role:
- Partner closely with department leaders to assess and fulfill workforce development needs.
- Cultivate and oversee organization-wide programs including on-the-job training, mentorship, leadership development, manager training, and career progression pathways.
- Lead the charge in implementing programs that promote employee engagement, inclusion, and belonging.
- Champion a culture of acceptance, respect, and representation.
Requirements:
- Bachelor's degree in Human Resources, Adult Education, Business, Instructional or Organizational Design, or related field desired
- Non-profit and/or health care experience preferred
- Strong project management, communication, and writing skills
- Demonstrated experience in facilitation, program development, implementation, and management
- Grant management experience preferred
- Experience using Confluence, SharePoint, Compliatric, Adobe, E-Learning, LMS preferred
- Intermediate level of experience in Office 365 (including PowerPoint & Excel)
- Must be able to travel to all Harbor sites and outside agencies as needed

Full Responsibilities:
Advance Opportunities for Current Staff
- Reviews, revises and implements a manager training program designed to support new and current managers.
- Implements a mentorship and leadership development program that supports succession planning.
- Implements an agency wide career ladder matrix.
- Collaborates with leaders to develop curriculum, coordinate activities, replicates best practices, and implements consistent on the job-training for various roles across the organization and effectively responds to emerging training needs, including the dental assistant training program and on the job competency training programs.
- Collaborates to develop and revise policies and procedures around professional development and tuition reimbursement and other workforce development initiatives.
- Recruits content experts to support learning and development.
- Partners and collaborates with the Senior Leadership to build and maintain educational institution relationships to offer more opportunities for learning & development for staff.
Enhance Current Onboarding and Support the Success of New Employees
- In collaboration with business leaders, develops a training program for new hires with non-clinical or non-medical backgrounds to ensure successful transition to working in community health.
- Reviews and maintains new hire orientation to successfully orient new staff to Harbor and promotes a culture of inclusion, innovation and impact.
Program Management, Infrastructure, and Communication
- Implements programs to advance employee engagement that aligns with our company vision.
- Uses communication tools to foster a culture of learning, such as “lunch and learn” and “train the trainer” programs.
- Communicates regularly to the workforce about cultural awareness and belonging, engagement, and workforce development initiatives.
- Maintains the infrastructure to sustain Workforce Development programs.
- Implements an annual employee engagement survey and supports business leaders on communication, accountability and progress related to improving engagement.
- Ensures working with diverse populations and cultural competency and the values of inclusion, innovation and impact are at the center of workforce development.
- Manages a substantial workforce development grant that will support the initiatives.
- Provides learning opportunities in a variety of formats, including fully remote, fully in-person, and hybrid.
- Staffs and supports the Cultural Awareness & Belonging (CABC) Committee advisory group and employee engagement committees.
- Participates in various HR programs including orientations, job fairs, meetings and trainings.
