Job Description

I. General Summary

Under limited supervision, is responsible for planning, organizing and directing the Medical System’s corporate contracting activities with a focus on total supply chain costs, quality & process improvements, establishing the supply chain as a core competency and an opportunity for innovation, extended system integration and strategic planning.

Represents all UMMS hospitals as the system-wide corporate contracting resource for inter-hospital procurement activities. Serves as one of the driving forces for all inter-hospital supply chain acquisitions and cost containment projects. Position is responsible for managing and optimizing the UMMS system-wide contracting portfolio which approximates $300 million in annual supply, pharmaceutical, support and purchased services.

II. Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

  • Serves in a leadership capacity within the supply chain management group focused on cross-functional efforts involving all levels within the System.
  • Sets strategic direction and opportunities in getting the most competitive success from UMMS’ supply Chain. Contracting activities.
  • Serves as a major catalyst in leading System efforts in establishing a world class supply chain and developing policies, procedures and controls that are consistent with UMMS overall strategic direction.
  • Serves as a leadership facilitator of education to users about the supply chain that will ultimately lead to supply chain standardization.
  • Serves as an organizational leader for “cutting edge” supply chain technology with a vision for integration.
  • Sharing of information and knowledge along the supply chain.
  • Coordination of decisions among the various links along the supply chain.
  • Foster tighter linkage of organizational relationships among the hospitals, departmental-users and materials management with aligned incentives.

Qualifications

III. Education & Experience

  • Bachelor’s Degree from an accredited college or university in business administration or a related field is required. Masters degree in business administration and certification by the National Association Purchasing Managers would be optimum. Appropriate and pertinent experience specific in healthcare supply chain contracting in lieu of higher education degrees will be considered.
  • Ten (10) years of either contracts or purchasing management experience in a materials management, preferably in a health care setting is required. Experience in the operation of a computerized purchasing system is required. Five (5) years of progressive supervisory/management experience is required. Corporate procurement experience in a leadership role is preferred.

IV. Knowledge, Skills and Abilities

  • Demonstrated experience in complex negotiation tactics and the ability to successfully negotiate with external vendors to minimize costs is required
  • Demonstrated proficiency in the application of materials management principles/practices; specifically as applied to contracts, purchasing and system applications is required.
  • Demonstrated results in effectively directing, monitoring, evaluating, training, and motivating the performance of a professional staff is required.
  • Demonstrated effectiveness in the management of complex project management involving inter-hospital and interdepartmental resources.
  • Ability to solve complex issues by means of a logical, systematic methodology, and ability to implement the results of these processes is required
  • Highly effective oral and written communication skills are required. Willingness to promote high personal visibility at all corporate locations is required
  • Sensitivity to clinical operational requirements and ability to prioritize resources relative to these expectations is required.
  • Ability to integrate communication skills together with project management skills to achieve a successful outcome.
  • Highly developed customer-service and diplomatic skills.
