Harbor Health Services is an innovative, growing, mission-based organization that lives, serves and collaborates with our community members to achieve our mission to help individuals reach their full potential through access to local, affordable services that promote health. Harbor provides medical, behavioral health, dental, and support services to more than 34,000 patients in Boston, the South Shore, and Cape Cod. Harbor Health also operates two Programs for All-Inclusive Care for the Elderly in Mattapan and Brockton, providing comprehensive healthcare, transportation and social services for more than 580 frail elders who continue to live with dignity and independence in the community and a Woman, Infants and Children (WIC) Nutrition Program. We are currently seeking a Chief Information Officer to join our Leadership Team.
Role:
The Chief Information Officer (CIO) reports to the Chief Executive Officer (CEO) and serves as a key member of the Senior Leadership Team at Harbor Health. The CIO provides enterprise-wide strategic and operational leadership for information technology, data, and digital transformation initiatives.
The CIO is responsible for aligning technology strategy with Health Health’s mission, clinical operations, regulatory obligations, and long-term growth objectives, including executive oversight of information security, data protection, and technology-related risk. This role ensures the secure, reliable, and cost-effective delivery of IT services that support patient care, business operations, and future organizational expansion.
A critical objective of this position is to strengthen and unify the IT organization into a coordinated, high-performing function that delivers measurable business value, operational resilience, regulatory compliance, and appropriate cybersecurity protections in support of Harbor Health’s patients, providers, and staff.
Responsibilities:
Executive Leadership and Strategy
- Serves as a key member of the Senior Leadership Team, providing strategic leadership and executive input on technology, data, and digital initiatives.
- Leads the development and execution of the organization’s information technology strategy in alignment with clinical operations, business priorities, regulatory requirements, and long-term growth objectives.
- Advises executive leadership on emerging technology trends, risks, and opportunities, including their operational, financial, and strategic impact.
Technology Operations and Service Delivery
- Provides executive oversight for the planning, implementation, and operation of enterprise technology systems, including clinical, administrative, infrastructure and cloud-based platforms.
- Ensures the reliable, secure, and continuous delivery of IT services through performance monitoring, service management practices, and vendor oversight.
- Establishes and maintains an effective IT organizational structure, staffing model, and operating framework that supports organizational priorities and service delivery needs.
- Identifies, evaluates, and recommends cost-effective investments in technology, including staffing models, sourcing strategies, vendor solutions, and internal development.
- Assesses and communicates the benefits, risks, and costs associated with technology initiatives and investments.
Information Security, Risk, and Governance Oversight
- Serves as the executive accountable for the organization’s information security, privacy, and technology risk management program.
- Establishes and maintains governance structures, policies, and oversight processes for cybersecurity, data protection, vendor risk management, and regulatory compliance.
- Ensures alignment with applicable healthcare laws, regulations, and standards, including HIPAA and state data protection requirements.
- Oversees cybersecurity incident response planning, breach management, and coordination of regulatory notifications in partnership with Compliance, Privacy, and Legal.
- Provides executive oversight of third-party and vendor technology risk, including security expectations for hosted, cloud, and outsourced services.
- Ensures regular technology and security risk assessments, audits, and remediation activities are performed and tracked to completion.
- While the CIO retains executive accountability for information security and technology risk, operational execution may be delegated to IT leadership, external partners, or other designated roles.
Project, Data, and Vendor Management
- Oversees governance, prioritization, and management of the IT project portfolio, including major system acquisitions, implementations, and upgrades.
- Coordinates with clinical, operational, and administrative leaders to define business and system requirements for new and enhanced technology solutions.
- Reviews and approves hardware, software, and services contracts, and pursue enterprise or master agreements where appropriate to achieve operational efficiency and cost savings.
- Oversees the development and implementation of data governance practices to ensure the availability, integrity, usability, and security of organizational data.
- Fosters and manages strategic relationships with external partners, vendors, government entities, and other stakeholders.
People Leadership
- Lead the recruitment, development, performance management, and retention of IT staff in accordance with organizational policies and budgetary objectives.
- Promote a collaborative, service-oriented culture that supports accountability, continuous improvement, and professional growth.
Required and/or Preferred Education, Experience and Skills:
- Master’s degree in Business Administration, Information Systems, or a related field preferred; equivalent combination of education and experience may be considered
- Healthcare IT certifications such as CPHIMS preferred
- Seven or more years of progressive leadership experience managing enterprise IT operations of comparable size and complexity
- Experience in healthcare information technology, including support of clinical and administrative systems
- Demonstrated experience in IT strategic planning, execution, and governance
- Experience overseeing enterprise platforms, including Electronic Health Records, infrastructure, and outsourced or hosted services
- Strong background in IT planning, budgeting, organization, and resource management
- Experience leading systems design, implementation, and ongoing operational support
- Demonstrated ability to apply technology solutions to clinical, operational, and administrative challenges
- Knowledge of applicable laws, regulations, and standards related to healthcare information technology
- Experience leading and developing high-performing IT teams
- Broad understanding of enterprise IT architecture, systems integration, and application ecosystems
- Strong knowledge of project and portfolio management principles
- Ability to translate business and clinical needs into practical, scalable technology solutions
- Understanding of human resource management principles, including staff development and performance management
- Ability to set priorities, manage competing demands, and make risk-based decisions
- Demonstrated servant-leader approach with a strong commitment to customer service
- Excellent written and verbal communication skills; strong interpersonal skills and ability to collaborate effectively across clinical, operational, and executive teams
- Comfortable providing and receiving constructive feedback

- Must be able to travel between Harbor Health locations in a timely manner and attend off-site meetings as necessary.
