Position Description
The Programmer Analyst IV's role is to assist with the development of project plans to test, analyze, and maintain software applications in support of business requirements. This position is also responsible for supervising and/or leading the development of new systems, directing changes to existing systems, controlling the interfaces between the systems, initiating complex feasibility studies, and making recommendations for actions to be taken. The position is also expected to assist senior departmental management in determining the strategic IT direction for the area and/or unit and, as such, may interface with key IT leadership. Discretion and sound judgment is expected.
Major/Essential Functions
- Develops and support enterprise web applications across the entire software development lifecycle according to departmental standards and practices.
- Performs complex data analysis, querying, and troubleshooting
- Builds cross-functional relationships with internal customers across the institution
- Utilizes proactive, clear and professional communication
- Serves as a senior technical resource to the department
- Assist management with ongoing development of department processes and procedures
- Performs other duties and completes other projects as assigned
Required Qualifications
Bachelor's degree with coursework in computer science, MIS, IT, or other related area plus five (5) years related full-time paid experience OR a combination of related education and/or experience to equal nine (9) years. Applicants for this position will be subject to a criminal background check after a conditional offer of employment has been extended, but before employment can be confirmed.
In accordance with Texas Executive Order GA-48 and applicable state or federal law, this position may involve access to, work on, or conduct research involving critical infrastructure. It will require background checks, including, but not limited to, criminal history and other security-related screenings. Employment is contingent upon the successful completion of these checks.
Preferred Qualifications
- Ten years experience in web and database development
- Ten years experience with Microsoft.NET, MVC, Entity Framework, IIS, C#
- Advanced knowledge and experience with: HTML, CSS, Javascript, .NET, and web UI framework libraries
- Knowledge in communicating technical information in a clear and concise manner via written format.
- Experience with governmental / fund accounting.
- Prior experience with Texas Tech Banner data elements and relationships.
- Experience in data analytics, research, and advanced querying in Oracle and SQLServer.
- Five or more years experience leading application development projects collaboratively across departments/teams.
