Position Objective:

The Sourcing Manager- Purchasing Services is an experienced individual contributor who will be responsible for the development of sourcing strategies for a variety of categories where a suitable Group Purchasing Organization contract is not available and for conducting RFPs which result in competitively priced contracts.  This position is responsible for conducting complex RFIs, RFPs and supplier negotiations requiring extensive cross-functional collaboration across Luminis Health utilizing sourcing best practices that result in cost effective impacts for the Health System.

  1. Implement Luminis Health’s sourcing strategy utilizing spend analysis tools and best practice sourcing processes for a variety of categories and projects which are moderately-to-highly complexity with minimal support and guidance
    1. Leverage strategic sourcing and category management methodologies, conduct market research, develop category and sourcing strategies, create customized RFx documents
    2. Execute sourcing strategies, negotiating business deals and contracts, and develop business relationships with key suppliers and end-user departments
  2. Partner with key business stakeholders and leadership to understand and establish RFI/RFP requirements, develop sourcing strategy that meet the needs of the organization, while providing synergy in process and savings
  3. Independently manage and leads cross-functional teams through the entire sourcing and contracting process, including: developing business and technical requirements; understanding the total cost of ownership, the supply base, and market drivers; developing customized solicitations; analyzing proposals; conducting supplier viability assessments; supplier selection; and contract negotiations
  4. Identify and develop cost-saving analyses related to sourcing efforts
  5. Utilize Luminis Health standard procedures for competitive bidding process, commodity/ service specific request for proposal documents
  6. Support Luminis Health sourcing needs by conducting strategic assessments and developing plans for new sourcing initiatives or restructuring the sourcing strategy for existing contract/sourcing needs
  7. Develop financial business cases or recommendations for selected sourcing strategies (sole source, competitive bid, strategic negotiations, etc)
  8. Lead moderate-to-complex supplier negotiations and assist the Senior Manager Sourcing and Contracts in the execution of complex supplier negotiations.  Effectively forge professional relationships with peers, internal customers, Supply Chain colleagues, vendors and process partners.
  9. Analyze large quantities of data to identify and develop strategic sourcing initiatives that fit the overall supply chain scope

10. Collaborate with value analysis, clinical and administrative functional areas to maximize customer relationship opportunities to increase spend under management.  Utilize available tools (Advisory Board, ECRI, Spend Analytics, DnB, etc.) to prepare financial analysis of spend to support business case development and category/cost management.

Educational/Experience Requirements:

  • Bachelor degree in field of expertise or equivalent combination of education/experience is required. A related master's degree preferred.
  • Five years progressive experience in Supply Chain. Strategic sourcing, competitive bidding, negotiations, vendor and contract management, value analysis, business case development, leading/facilitating teams, financial analysis, forging positive customer relationships.
  • Demonstrated experience and knowledge of Lean/Management Engineering techniques to improve service for both the Supply Chain department and internal customers.
  • Moderate to advanced proficiency with Excel, PowerPoint, data analysis, business case development, ERP systems
